Board may issue certificate to person who holds certificate of qualification issued following examination by proper authority of any state, territory, possession of US, District of Columbia, or foreign country if: (a) applicant meets all requirements of this chapter and rules established by the board; (b) applicant is in good standing with licensing agency in said jurisdiction. Applicant's qualifications must meet requirements of chapter 18.43 RCW.
